WebInstall "onetweak" found on nexus. It has option to make borderless window. Check out Game Companion. Open it, and it runs in the background. Whenever you open Fallout in windowed mode, it will automatically kick it into fullscreen. That should eliminate the need for managing fake fullscreen and whatnot in mod organizer.
